Board Members

Mr. Khehla Shubane: Chairman

The Chairman of the JRA Board, Mr Shubane, is a self-employed development consultant and specialises in the local government and low income housing sectors. One of the achievements of Mr Shubanes’ career is his appointment as CEO of the Nelson Mandela Foundation from 1999 -2001. He is the holder of a BA (Hons) degree in Political Studies as well as a MBA received from Bond University.


Ms. Duduzile Maseko: Managing Director

Ms Duduzile Maseko is the current Managing Director of the Johannesburg Roads Agency. She studied at various academic institutions including university of Fort Hare in Alice, Wits in Johannesburg and University of Cambridge in the UK.

LEADERSHIP POSITIONS INCLUDE: -

President of the Institute of Local Government Managers; President of the National Forum of Previously Disadvantaged Public Administrators. She is a member of BMF and an ardent champion for women empowerment and development in general.


Ilze-Marié De Wet: Company Secretary

Ms de Wet is an admitted attorney of the High Court of South Africa. Before embarking on a career in the private practice, she was employed by Ekurhuleni Metropolitan Municipality and has more than 14 years local government experience . Apart from being the holder of a B.Iuris (Cum Laude) and a LLB degree, she is also in possession of a National Diploma in Municipal Administration. She has joined the JRA team as Company Secretary in June 2009.


Washington Rueben Nyabeze

Doctor Nyabeze is a registered professional engineer. He holds a doctorate degree in engineering and has been involved in strategy development and operational management of water resources in South Africa. Internationally he has been involved in hydro power engineering and management, research, training and publishing. Dr Nyabeze also has experience in risk and financial management. In 2004, he established his own engineering consultancy firm and is the ideal candidate for his position as chairman of the Finance Committee of the JRA.


Derrick J Block

Adv D J Block who was admitted as Advocate in 1998, commenced his working career as an Administration Officer with the Department of Transport in 1994. He then joined Sasol Mining in 1994 where he served in various commercial roles up to 1998. Over his career his served in various senior management roles in the rail, information technology, aviation and logistics sectors. He is also serving as Non-Executive Director on the Medical Research Council of South Africa and the National Regulator for Compulsory Specifications. Recently he had also been appointed as alternate Non-Executive Director of the Independent Regulatory Board for Auditors and as professional conduct committee member of the Health Professional Council of South Africa.


Xolisa Hloma

Ms Hloma has been employed as the Human Resources Director at the South African National Blood Services from 2003. Apart from a B.Admin degree and several post graduate diplomas, she is also the holder of a Masters Degree in Management of Human Resources. She has several years experience in the Human Resources field in both the private and public sector. She has a passion for her subject and as Chairperson of the JRA’s committee responsible for Corporate Services and Human Resources, she succeeds in contributing to the dynamic field of human resources and management.


Khomotso Mthimunye

Ms Mthimunye is a chartered accountant by profession and is currently the managing director of her own financial consulting company, providing specialised, finance, auditing and accounting services. She has extensive experience in accounting and specialised finance having worked in both financial services and the mining industry. In addition to a B.Com and a B.Compt (Hons) degree, she also obtained a Higher Diploma in Tax Law from the University of the Witwatersrand.


Mpho Maimane

After completing an honours degree, specialising in Strategic and Information System Management, Mr Maimane commenced his career as information technology specialist 1996. He prides himself on his ability to provide reliable and strategic information solutions that assist in achieving and exceeding business objectives. He is currently employed as Executive within the Modernisation and Technology Division at the South African Revenue Services.


Patrick Francis Crowley
Frank, as he prefers to be addressed, completed his engineering studies in Ireland, his country of birth, but emigrated to South Africa several years ago and is a proud South African citizen. He specialised in civil engineering and was involved in numerous projects on several continents over the last 4 decades. He has extensive experience in the planning and construction of roads and freeways and is a welcome addition to the Board of the JRA and the Chairman of the Service Delivery Committee.


Francis I Matabane
Mr Matabane is a chartered accountant with more than 20 years experience in commerce and industry. He has been responsible for the finance environment in the electricity distribution industry in South Africa for over 6 years. He also has experience in project management in corporate transformation and restructuring, strategy development and deployment, financial management and business process improvement projects. In 2006 Mr Matabane established Enterprise Value Optimization, a consulting company specialising in Strategy management, entities transformation, change management, procurement and financial management.


Lionel Brenner
After qualifying as a chartered accountant, Mr Brenner embarked on a career in finance and auditing. He has extensive experience in the fields of corporate governance, strategic and operational finance, mergers and acquisitions, and financial reporting. He has worked in both the public and private sectors and is currently employed as a business and financial consultant. He is sharing his knowledge with the JRA in his capacity as a Member of the Board and Chairs the Audit Committee.


Musa Joshua Simelane
Mr Simelane is an engineer by profession and apart from several other qualifications, is the holder of a Masters degree in Industrial Engineering Technology. He has more than 35 years experience in the manufacturing engineering industry, technical education and project management. Musa is currently self employed as a Total Quality Management consultant trading as Qualipros Management Development Systems. Before starting Qualipros, for 12 years Musa worked for Skillshare International (a British development organisation) in different senior management roles that include Country Director, SADC Regional Project Management, Programme Development. From June 2007 to January 2008, he was actively involved in assessing the “Readiness of Emerging South African SMMEs for the 2010 FIFA World Cup event”: the client was the Tourism Enterprise Programme (TEP).
